Free Tanker Familiarization Cargo Handling Operations Questions and Answers — Questions and Answers
Question 1: A tanker is in the final stages of loading a cargo tank, a process known as 'topping off'. What is the most critical action for the Person in Charge to take during this phase?
- Increase the loading rate to finish the operation quickly.
- Significantly reduce the loading rate for precise control. (Correct answer)
- Open the ullage ports for a direct visual inspection of the level.
- Stop all other deck operations to focus solely on the manifold pressure.
Correct answer: Significantly reduce the loading rate for precise control.
Reducing the loading rate during topping off is a critical safety procedure to prevent an overflow. A lower rate allows the operator to accurately stop the flow when the tank reaches the specified filling level, minimizing the risk of a cargo spill and environmental pollution.
Question 2: According to MARPOL regulations and standard industry practice, when is Crude Oil Washing (COW) intended to be conducted?
- Only while the vessel is at anchor in a designated area.
- At any time during the laden voyage to clean the tanks.
- Concurrently with the discharge of the crude oil cargo. (Correct answer)
- Immediately after ballasting the cargo tanks with seawater.
Correct answer: Concurrently with the discharge of the crude oil cargo.
Crude Oil Washing (COW) is a process where the cargo itself is used as the cleaning medium. It is performed during the discharge operation to remove oil residues and sediment from the tank surfaces, which maximizes the cargo outturn and cleans the tank before the subsequent ballast voyage.
Question 3: Which of the following is the primary purpose of using a vapor control system during tanker loading and discharging operations?
- To increase the pressure within the cargo tanks to speed up discharge.
- To provide a source of breathable air for personnel working on deck.
- To cool the cargo and prevent it from overheating during transfer.
- To prevent the release of volatile organic compounds (VOCs) into the atmosphere. (Correct answer)
Correct answer: To prevent the release of volatile organic compounds (VOCs) into the atmosphere.
Vapor control systems are designed to collect and control vapors displaced from cargo tanks. Their main purpose is to prevent the emission of volatile organic compounds (VOCs), which are air pollutants, and to reduce the risk of fire by containing flammable vapors.
Question 4: In tanker cargo operations, what is the main objective of 'stripping' a cargo tank?
- To remove the last remaining cargo residue after main pumps lose suction. (Correct answer)
- To apply a protective anti-corrosive coating to the tank's internal surfaces.
- To test the integrity of the cargo piping system using low-pressure air.
- To introduce the initial layer of inert gas into the tank before loading.
Correct answer: To remove the last remaining cargo residue after main pumps lose suction.
Stripping is the process of removing the final quantities of liquid cargo from a tank after the main cargo pumps can no longer effectively pump it out. This is done to maximize the amount of cargo discharged and minimize residues left in the tank.
Question 5: Before commencing a cargo transfer, the Person in Charge (PIC) from both the tanker and the shore facility must complete and sign a Declaration of Inspection (DOI). What is the fundamental purpose of this document?
- To serve as the official bill of lading for the cargo being transferred.
- To calculate the final duties and taxes owed for the specific cargo parcel.
- To assign legal liability solely to the shore facility in case of a spill.
- To confirm both parties have verified and agreed upon transfer procedures and safety checks. (Correct answer)
Correct answer: To confirm both parties have verified and agreed upon transfer procedures and safety checks.
The Declaration of Inspection (DOI) is a critical pre-transfer safety checklist required by regulations (e.g., 33 CFR 156.150). It ensures that both the vessel's and facility's PIC have jointly verified key safety and operational details, confirming readiness for a safe transfer.
Question 6: A product tanker is scheduled to load multiple grades of refined petroleum products. Which of the following is the most critical consideration to prevent cross-contamination between the different cargoes?
- Ensuring the integrity and correct setting of all pipeline segregation valves. (Correct answer)
- Loading the heaviest grade of cargo first to improve the vessel's stability.
- Using the same pre-slung cargo hose for all grades to speed up the operation.
- Ensuring all tanks are filled to the exact same final ullage level.
Correct answer: Ensuring the integrity and correct setting of all pipeline segregation valves.
Preventing cross-contamination is crucial for maintaining cargo quality. This requires meticulous attention to the cargo piping system, ensuring that valves are correctly aligned, leak-tight, and provide positive segregation to completely isolate one grade from another.
