CSOC Emergency Response on Site — Questions and Answers
Question 1: What is the emergency number for ambulance and fire services in Singapore?
- 911
- 995 (Correct answer)
- 999
- 112
Correct answer: 995
In Singapore, 995 is the emergency number for the Singapore Civil Defence Force (SCDF) which handles both fire and ambulance emergencies. 999 is for police emergencies.
Question 2: What first aid provisions must be available on a Singapore construction site?
- Only a phone to call an ambulance
- Stocked first aid kits at accessible locations, trained first aiders on each shift, and a first aid room for larger sites (Correct answer)
- Only bandages and plasters
- First aid is the responsibility of nearby clinics
Correct answer: Stocked first aid kits at accessible locations, trained first aiders on each shift, and a first aid room for larger sites
Construction sites must have first aid kits meeting prescribed standards, trained first aiders available on every shift, and larger sites must have a dedicated first aid room with basic medical supplies.
Question 3: What should a construction worker do immediately after discovering a fire on a Singapore construction site?
- Try to fight the fire alone
- Raise the alarm, evacuate the area, call 995, and attempt to fight the fire only if trained and it is safe to do so (Correct answer)
- Continue working and wait for the safety officer
- Take photographs for evidence
Correct answer: Raise the alarm, evacuate the area, call 995, and attempt to fight the fire only if trained and it is safe to do so
The priority order is: alert others (raise the alarm), ensure personal and others' safety (evacuate), call emergency services (995), and only attempt to use an extinguisher if the fire is small and you are trained.
Question 4: How many trained first aiders are required per number of workers on a Singapore construction site?
- One for the entire site
- At least one trained first aider for every 25 workers on each shift (Correct answer)
- One for every 100 workers
- First aiders are optional
Correct answer: At least one trained first aider for every 25 workers on each shift
Under the WSH (First Aid) Regulations, workplaces including construction sites must have at least one trained first aider for every 25 workers. This ratio applies per shift to ensure coverage at all times.
Question 5: What is the correct response to a chemical spill on a Singapore construction site?
- Wash it away with water immediately
- Evacuate the immediate area, notify the site safety officer, refer to the SDS for the chemical, and use appropriate spill containment procedures (Correct answer)
- Ignore it if it is a small spill
- Cover it with sand and continue working
Correct answer: Evacuate the immediate area, notify the site safety officer, refer to the SDS for the chemical, and use appropriate spill containment procedures
Chemical spills require evacuation of the area, identification of the chemical using the SDS, and containment using appropriate materials. Some chemicals react dangerously with water, so the SDS must be checked first.
Question 6: Where should emergency assembly points be located on Singapore construction sites?
- Inside the site office
- In an open area away from buildings, excavations, and potential falling objects, clearly marked and known to all workers (Correct answer)
- At the main gate only
- On the upper floors of the building under construction
Correct answer: In an open area away from buildings, excavations, and potential falling objects, clearly marked and known to all workers
Assembly points must be in safe, open areas away from potential hazards. They should be clearly signposted, accessible from all parts of the site, and all workers must know their location.
