CFM - Certified Facility Manager Emergency Preparedness Questions and Answers — Questions and Answers
Question 1: Which of the following represents the MOST critical first step when developing a comprehensive emergency preparedness program for a new facility?
- Forming an emergency response team and assigning roles.
- Purchasing and stockpiling emergency supplies and equipment.
- Conducting drills and training exercises for all occupants.
- Performing a risk assessment to identify and prioritize potential hazards. (Correct answer)
Correct answer: Performing a risk assessment to identify and prioritize potential hazards.
A risk assessment is the foundational step in any emergency preparedness program. It involves identifying potential threats (natural, technological, human-caused) and analyzing their likelihood and potential impact. This analysis informs all other aspects of the plan, including what supplies are needed, what training is required, and how the response team should be structured. Without first understanding the specific risks, planning efforts would be unfocused and potentially ineffective.
Question 2: A facility manager is explaining the company's preparedness strategy to new hires. What is the fundamental distinction between an Emergency Operations Plan (EOP) and a Business Continuity Plan (BCP)?
- An EOP focuses on the immediate response to protect people and property during an event, while a BCP focuses on restoring critical business functions after the event. (Correct answer)
- An EOP is a public document shared with first responders, whereas a BCP is a confidential internal document for executives only.
- An EOP deals exclusively with natural disasters like floods and earthquakes, while a BCP deals with technological failures and supply chain issues.
- An EOP is activated only when the facility must be evacuated, while a BCP is used for shelter-in-place scenarios.
Correct answer: An EOP focuses on the immediate response to protect people and property during an event, while a BCP focuses on restoring critical business functions after the event.
The primary distinction lies in their focus and timeline. An Emergency Operations Plan (EOP) deals with the immediate, on-site response to a crisis, prioritizing life safety, incident stabilization, and property protection (e.g., evacuation, firefighting). A Business Continuity Plan (BCP), also known as a Continuity of Operations Plan (COOP), outlines the procedures to recover and restore time-sensitive business functions and processes with minimal disruption, ensuring the organization can continue to operate during and after the incident.
Question 3: During a large-scale chemical spill at a multi-tenant industrial park, the facility management team must coordinate with the local fire department, hazmat teams, and police. Which standardized, on-scene management framework is designed to integrate these disparate organizations into a single, effective response structure?
- Total Quality Management (TQM)
- Building Owners and Managers Association (BOMA) protocols
- Incident Command System (ICS) (Correct answer)
- Integrated Workplace Management System (IWMS)
Correct answer: Incident Command System (ICS)
The Incident Command System (ICS) is a standardized management tool for meeting the demands of small or large emergency situations. It represents 'best practices' and has become the standard for emergency management across the country. It allows different agencies (like fire, police, and private facility staff) to work together effectively with a common organizational structure, terminology, and procedures.
Question 4: An office employee receives a phoned-in bomb threat. Following best practices, what is the employee's most critical IMMEDIATE action?
- Activate the nearest fire alarm pull station.
- Attempt to keep the caller on the line to gather information using a checklist. (Correct answer)
- Evacuate their immediate work area and alert colleagues.
- Use the overhead paging system to announce a security alert.
Correct answer: Attempt to keep the caller on the line to gather information using a checklist.
Standard bomb threat procedure emphasizes calmly gathering as much information as possible from the caller. Many organizations provide a checklist near phones for this purpose, with questions about the bomb's location, time of detonation, appearance, and details about the caller. This information is invaluable for law enforcement's threat assessment. Activating an alarm or causing a panic could be counterproductive before officials have assessed the credibility of the threat.
Question 5: After a hurricane, a facility is deemed structurally sound but is without power for an extended period. To support the organization's mission, the facility manager's HIGHEST priority shifts from immediate life safety to which of the following?
- Documenting all damages for the insurance claim.
- Initiating the Business Continuity Plan (BCP) to enable critical operations. (Correct answer)
- Conducting a detailed inventory of all facility assets.
- Coordinating with contractors for long-term structural repairs.
Correct answer: Initiating the Business Continuity Plan (BCP) to enable critical operations.
Once life safety is assured (the response phase), the focus immediately shifts to business continuity and recovery. The Business Continuity Plan (BCP) dictates how to resume critical business functions, which might involve deploying generators to power essential areas, relocating staff to an alternate site, or enabling remote work. While documentation and repairs are important recovery tasks, getting the business operational is the primary objective to minimize downtime and financial loss.
Question 6: Which of the following activities is a key component of the 'Recovery' phase of emergency management, as distinct from the 'Response' phase?
- Activating the emergency notification system to alert occupants.
- Conducting damage assessments and initiating salvage operations. (Correct answer)
- Providing first aid to injured individuals.
- Executing the building evacuation plan.
Correct answer: Conducting damage assessments and initiating salvage operations.
The four phases of emergency management are Mitigation, Preparedness, Response, and Recovery. The 'Response' phase includes immediate actions taken during and directly after an event to save lives and prevent further property damage, such as evacuation, first aid, and emergency notifications. The 'Recovery' phase begins after the immediate threat has passed and involves actions to return the facility and business operations to normal, such as detailed damage assessment, salvage, cleanup, and repairs.
