ASO Emergency Response Procedures 3 — Questions and Answers
Question 1: The Incident Command System (ICS) is used during large-scale emergencies primarily because it:
- Eliminates the need for law enforcement involvement
- Provides a unified, scalable command structure (Correct answer)
- Restricts response to a single agency
- Replaces the facility's emergency action plan
Correct answer: Provides a unified, scalable command structure
ICS creates a flexible, unified command structure that can be scaled up or down to match the size and complexity of any emergency.
Question 2: A person is experiencing a severe allergic reaction and has an epinephrine auto-injector (EpiPen). The security officer should:
- Administer the EpiPen only if medically trained to do so
- Assist the victim in using their own EpiPen and call 911 (Correct answer)
- Withhold the EpiPen until paramedics arrive
- Apply ice to the affected area instead
Correct answer: Assist the victim in using their own EpiPen and call 911
Assisting the victim with their own prescribed EpiPen and calling 911 is appropriate; anaphylaxis can be fatal without immediate epinephrine.

- They outnumber the shooter
- Escape and hiding are not possible and life is in imminent danger (Correct answer)

Correct answer: Escape and hiding are not possible and life is in imminent danger
Fighting the shooter is only advised when escape and concealment are impossible and there is an immediate threat to life.

- Only if requested by law enforcement
- As soon as possible while details are fresh and accurate (Correct answer)
